How long does it take to get a Google Page Rank?

and can you only get a page rank if you verify your site?? ’cause my hosting doesn’t give me the ability to have access to include meta tags…
Google Page rank depends on the number and quality of backlinks from other sites to your blog. So if you add a lot of original content which is quoted by other sites in your field then you should get a Page rank whenever Google hands them out.
